How do you set up a computer so that only adminstrators can change settings to computer?

I want my computer to be set up so that guests cant change backgrounds or change any other appearance properties to the computer.How do you set up a computer so that only adminstrators can change settings to computer?
You should install Windows XP Pro and run the included Templates using gpedit.msc [Group Policy Editor] feature in the Administrative Tools. [This tool is found on WIndows XP Pro at c:\windows\system32\gpedit.msc] or you could try TweakUI, an add-on from Microsoft.



Yet, if you are running Windows XP Pro, Guests do not have the appropriate rights to substantially change the computer settings that would affect all the users of that computer. It can change maybe the desktop settings--background and appearance properties-- but that's it, the change would be only applicable to the Guest account.



If you are running Windows XP Home, you could use WinBoost to tweak which features are accessible only by Administrators.How do you set up a computer so that only adminstrators can change settings to computer?
All those settings can be changed in the [Users] interface.
Are you using Windows xp? If so, click on START, CONTROL PANEL, USER ACCOUNTS, and change the accounts from Administrator to Limited.
