How to prevent a user with a limited account to change Folder Options settings?

I use Win XP Pro SP 2,i am the administrator and i need to know how can i prevent a user with a limited account from accessing or changing settings in Folder Options(from the Tools menu in My Documents).

Can someone please answer?
