Only if the webcam lets you through it's built in software.
Launch the webcam and see if you can access it's settings
feature while its turned on. For most webcams this should be
under settings/colors, for what you are trying to accomplish.
Some good webcams like logitech and kodak do have an option
to balance color and do some other image stabilization tricks.
There are also some that won't let you.
